Manual testing is valuable but limited. It is slow, expensive, and impractical beyond a small sample of pages.

Reports are often extensive, yet coverage remains narrow. On large estates, costs escalate quickly while scale remains constrained. Most legal claims focus on a relatively small group of recurring failures.

Modern automation and AI can now detect the majority of these high-risk issues across entire estates that manual sampling cannot cover. If 75 to 80% of what materially matters can be identified for around 5% of the cost and a fraction of the time, the commercial logic is clear.

Independent review of the work carried out by accessibility service providers - whether manual testers, consultants, or automated tool vendors - shows that roughly 35% of those offering services, or claiming their systems meet standards, fall short when measured against recognized benchmarks.

That means organizations paying for expert help are, in many cases, left with a false sense of compliance. The remaining 65% do meet the mark, but without a way to independently verify, the risk sits entirely with the buyer.

What you get for the investment

A manual audit typically covers a sample of pages at a single point in time. That snapshot becomes outdated as soon as content changes. By contrast, automated continuous monitoring checks hundreds of pages on a recurring basis, flagging new issues as they appear.

Having a website means you have to ensure full compliance. A bigger website does not mean a bigger allowance for issues. Manual testing is necessary but limited - it is only one part of overall Risk Control, not a solution on its own.

Much of the detail picked up by manual testing is likely the responsibility of your vendor - and they should be addressing it. What matters is whether the organization is actively managing the risk, not just commissioning reports.
