Title II Final Rule: Web & Mobile App Accessibility

In April 2024, the Department of Justice published a final rule under Title II of the ADA, requiring state and local government entities to make their websites and mobile applications accessible.

For pools and captives serving public entities, this rule creates a clear compliance obligation across all member organizations. Deadlines vary by population size, enforcement from April 2026.

Pricing for Pools & Captives

We support both direct-member pools (e.g. cities) and pools with organizational members (e.g. school districts).

We manage your Risk Control Program: administration; member communications; education delivery and frontline support. Pricing is based on the number of organizations per pool (we include up to 3 websites per organization). There is a $18,000 platform fee and a per-organization service charge.
